Kwara State Takes Decisive Steps to Verify Gratuities and Clear Pension Arrears

In a move aimed at alleviating the long-standing burden on retired civil servants, the Kwara State Government has established two nonpartisan technical committees to meticulously verify existing gratuity records and facilitate the clearance of outstanding arrears at both state and local government levels. This initiative, announced on October 31, underscores the administration’s commitment to transparency, accountability, and timely payments for eligible pensioners.

Background on the Gratuity Challenge

Gratuities represent a lump-sum payment due to retiring public servants upon completion of their service, serving as a critical financial cushion in their post-retirement life. In Kwara State, like many others in Nigeria, accumulated arrears from previous administrations have left thousands of pensioners in financial distress, prompting urgent interventions. The government’s recent action builds on earlier efforts, including the clearance of N3.3 billion in local government pension arrears earlier this year, signaling a broader strategy to sanitize the pension system.

These panels were inaugurated following a directive from the state executive, with a focus on cross-verifying records to eliminate discrepancies and ghost beneficiaries.

Objectives and Terms of Reference

The core mandate of both committees is to compile an accurate and transparent list of outstanding gratuities, paving the way for automated bank transfers to verified beneficiaries. Payments will be disbursed on a “first-served” basis, prioritizing retirees chronologically from the oldest pending claims onward, subject to available funds.

Specific tasks include:

  • Data Collection: Obtaining detailed yearly gratuity schedules from the state pension board.
  • Verification: Cross-checking pensioners’ eligibility using identifiers like PSN Number, Pension Number, KWSSRA SSID database, and National Identification Number (NIN).
  • Reconciliation: Auditing figures against official government documents to resolve inconsistencies.
  • Prioritization: Recommending payments starting from the earliest retirement years and escalating as resources permit.
  • Accountability: Maintaining audit-ready documentation throughout the process to prevent future backlogs.

Dr. Hauwa Nuru, the Kwara State Commissioner for Finance, emphasized the initiative’s importance in her announcement: “The primary objective of the committee is to ensure the accuracy and transparent compilation of outstanding state and LGA gratuities for eligible pensioners in readiness for automated bank transfer payments.” She added that the nonpartisan nature of the panels guarantees fairness and inclusivity.

Implications for Pensioners and the State

This development is a beacon of hope for Kwara’s over 10,000 pensioners, many of whom have endured delays spanning decades. Labour unions, including the NLC and TUC, have welcomed the move, viewing it as a collaborative effort to restore dignity to retirees. The government has urged pensioners to prepare their documents, including retirement letters and bank details, to expedite the process once verification concludes.
