Status of Implementation of CPS in State as at Sept 2025

The National Pension Commission (PenCom) has disclosed the Status of Implementation of the Contributory Pension Scheme (CPS) and other Schemes by State Governments as at September 2025.
The National Pension Commission (PenCom) said Seventeen (17) States had established Pension Bureaux, while six (6) States remained at the legislative stage. Among these is Cross River State, where the Pension Reform Bill has been passed by the State House of Assembly but is still awaiting the Governor’s assent. Similarly, the number of States that have adopted the Contributory Defined Benefits Scheme (CDBS) remained at six (6), with only Jigawa and Kano States actively implementing the scheme. Notably, Katsina State has commenced the process of transitioning from the CDBS to the CPS.
The status of CPS implementation and other pension arrangements across the States and the FCT is presented in table below.

Status of Engagements with States on the Contributory Pension Scheme Implementation
Oyo State
The Commission held an engagement meeting with the Oyo State Contributory Pension Scheme (CPS) Implementation Committee on 30 July 2025 to support the State’s transition to the CPS. The Committee resolved to initiate the required legal reforms and directed the Ministry of Justice to amend the existing State Pension Law. During the period, a delegation from the Oyo State Local Government Staff Pension Board visited the Commission to understudy CPS operations. The Commission delivered presentations on the benefits and key features of the CPS, which the delegation commended, noting that the knowledge gained would enhance CPS implementation efforts in the State.
Bauchi State
The Commission engaged the Bauchi State Government to promote the implementation of the Contributory Pension Scheme (CPS) in the State. The State has appointed ten (10) Pension Fund Administrators (PFAs) to register employees and manage their Retirement Savings Accounts (RSAs). Registration has commenced, and the State plans to begin pension contribution remittances by October 2025.
Kebbi State
As part of its ongoing compliance drive with State Governments, the Commission engaged the Kebbi State Government on outstanding legal and operational gaps in its Contributory Pension Scheme (CPS). Following the suspension of pension refunds to retirees after the 31 March 2025 deadline for amending its pension law, the State requested an extension citing agitations by affected retirees. In response, the Commission approved a six-month extension (1 May – 31 October 2025) to enable the State to conclude the amendment and regularize pending refunds. The State is required to provide legal backing for the refunds and to submit jointly signed reconciliation statements between the Kebbi State Contributory Pension Board and the relevant PFAs.
Kaduna State
In furtherance of regulatory oversight and compliance support, the Commission reviewed the draft Kaduna State Social Security (Amendment) Bill prepared by the State Ministry of Justice. The Commission’s recommendations were incorporated into the Bill, which has been forwarded to the State House of Assembly for legislative consideration. The Commission continues to monitor progress to ensure the law’s enactment strengthens the CPS framework and governance structures in the State.
Nasarawa State
The Commission, under its subnational compliance initiative, received the Nasarawa State Contributory Pension Scheme Law (2021) for review ahead of the planned public hearing by the State House of Assembly. The review seeks to align the law with recent pension-industry regulations and best practices before it is circulated to stakeholders. This engagement forms part of the Commission’s efforts to ensure consistency and legal adequacy across State CPS laws.
Jigawa State
To strengthen compliance with investment governance standards, the Commission reviewed the implementation of Portfolio Management Agreements (PMAs) entered into by the Jigawa State Government with six newly appointed PFAs, namely Premium Pensions Limited as the Lead PFA, Norrenberger Pension Limited, Guaranty Trust Pension Limited, Pension Alliance Limited, NLPC PFA Limited, and Crusader Sterling Pensions Limited. The Commission confirmed that the transfer of pension assets from the previous PFAs to the new ones was completed in accordance with regulatory requirements.
Ogun State
As part of its compliance and technical-support engagements, the Commission met with the Ogun State Government regarding plans to resume CPS implementation. The State announced the resumption of employer and employee pension remittances through the EPCCOS platform from July 2025, and its intention to fund outstanding accrued-rights liabilities estimated at ₦60 billion as at June 2025. The Commission is providing advisory support to ensure transparent and sustained implementation.
Rivers State
In line with the Commission’s compliance-monitoring activities, engagement continued with the Rivers State Government on its plan to commence full implementation of the CPS from 1 July 2025. A consultant had been appointed to reconcile pension liabilities; however, following the reinstatement of the Governor on 18 September 2025, the State Pension Board was dissolved and the Accountant-General directed to oversee pension matters. The Commission is following up with the State to address administrative disruptions and sustain momentum toward full CPS compliance.
